Norman Osborn, as the Green Goblin, used his considerable financial means to set up a series of high-tech lairs across New York City. The lairs are equipped with advanced computer systems, full-fledged chemistry and electronics laboratories and a series of reinforced restraining mechanisms for experimentation on life subjects. They often contain Green Goblin gear, vehicles, or goblinesque androids invented by Osborn. Osborn’s portfolio of property investments allowed him to construct bases all over the city. Most of the lairs are hidden behind secret doors, booby-trapped passageways and protected by automated electro-chemical cannons, dubbed Goblin Cannons. Some of the lairs are protected by security systems that recognize Osborn DNA. Entering these sites seems to have the unfortunate effect of triggering the emergence of the Goblin persona in Norman – or occasionally other members of the Osborn family. Known Goblin lairs are located behind the walls of Osborn’s original lab in an old warehouse, at former Osborn Industries, in the area of the NYC Waterfront, in the basement of a theatre just off Broadway, or beneath a townhouse owned by Osborn. Some of these were discovered by the likes of Harry Osborn, Lily Hollister, Roderick Kingsley, or Ben Urich, but there are many more, their location only known to the original Green Goblin Norman Osborn.

SFX: Area Effect. Target multiple characters. For every additional target, add a D6 and keep an additional effect die.
SFX: Laboratories. When creating a Science or Tech resource, add a D6 and step up your effect die.
SFX: Psychic Trigger. When a member of the Osborn family, or a character with a shut down Goblin-related power set enters the scene, step up his or her emotional stress by +1. If emotional stress is stepped up beyond D12 activate a Goblin-related power set and remove emotional stress.
SFX: Security System. Borrow one or more dice from the doom pool to take an action inflicting physical stress or complications on a target. If the action is successful return the dice to the doom pool. If the action is unsuccessful step back all dice by -1 and return them to the doom pool.
SFX: Test Subject Containment. If a character becomes stressed out, you may spend a doom die to create a "Confined" or "Tranquilized" complication at +1 step on that character.
Limit: Broken. Shutdown a Goblin Lair power to step up the lowest die in the doom pool, or add a D6 doom die. Spend a die from the doom pool equal to the size of the power to recover.
Limit: Security Bypass. Spend a D8 “Osborn’s Access Codes”, or “Osborn DNA” resource to shut down any one of the “Security System”, or "Test Subject Containment" SFX.
